Buying a Scooter

Can someone please tell me if you need to have Turkish residency to be able to buy a scooter.

Kids here ride big scooters with engines.
But residency not req to buy an electric one.

May I add "at the moment" as there are plans to make electric scooters subject to the same rules and regulation as ordinary scooters.
But there again this is Turkey so it may never happen....  ;)

Yes and No
You do not need residency to buy a motor vehicle, but you do need a Kimlik, and as far asI know the only way to get your Kimlik is to get your residency, this was the system but someone may know better,

Electric scooters aren't taxed or insured.
