Albania was absolutely fantastic, we only went for a week and hired a car to tour around, wished we had booked for longer...

Yes it is. Dinning out is around half the cost in Turkey eg  a steak meal for two with a litre of wine was working out around £20. The main difference is that while fruit and veg are pretty much on a par with Turkey products like meat and alcohol are much cheaper...

Yes, I would say that's about right. Would definitely recommend it for a Holiday...
