Title: Outstanding debts

We've had conflicting advice from people about selling a scooter to another foreigner.  

Does anyone know if we have to provide a document proving there are no outstanding debts/fines on the bike before we can sell it?  

If so, does anyone know if we go to the Maliye office for the document?

yes and yes although up here we get those documents off the vergi dairesi.
