If you take out health, medical, accident and emergency, travel insurance in Turkey to be fully covered you MUST hold a residence permit.
There is a section in general conditions, on most policies, that says to be considered a permanent resident you must have a permit. If you don't have this they will not pay out.

We have taken out insurance policies that are not worth the paper they are written on with a very popular insurance company here and they are still advertising full page ads, so if you take a policy out ask the question, if they will pay out if you are on a visitors visa and get it in writing before parting with any of you money and get it translated legally.

Please get confirmation of your legal status in the eyes of the Turkish system for insurance reasons.
