It used to be something you could choose when you signed up for broadband with TTNet, a box to tick on the form.

I have no idea about the site for stop changing IP address.If you are using dynamic IP address,it will change whenever you reset the modem.So try to get static IP address.For getting static IP,you have to contact your Internet Service provider(ISP).Before or after changing your IP address,you can check it using DELETED.com (http://DELETED.com/) .

If not I am not sure why you would want it? Particularly as most people over here in Turkey mask their Turkish IP address through the use of a VPN.
