Laffa - I think that Lance needs to use punctuation as I am not sure if most of the points raised are: Questions, Answers, Statements or Accusations - and I got a GCE in English!

Why would someone need access to a section that discusses the mundane day to day matters of a specific complex, if they didn't have a property on the complex?

I haven't got access to Buckingham Palace. It doesn't bother me because I don't own it and don't go there.
