Is it possible to sign up for a mobile phone contract without being resident?

I doubt it, as it's no longer possible to have a PAYG without residency  :(

What about taking out a Vodafone contract in Spain and then you could use it in Turkey ?

If you just a casual visitor Vodafone is the way to go, use you data and minutes best option

Not sure about other providers but don't think you can have a contract with turkcell unles you have Turkish ID.
