Is there a diving centre in Calis or surrounding area which is open in February.

Most of the Dive co are based in Fethiye ,but they will come to Calis to pick u up and drop u off.Try these links

They won't be open in February. Usually open again in May.

Personally wouldnt look at Divers delight, can recommend Prodive, based in Marina at Fethiye,furthest away end from town.
