Can anyone clarify this please I have been informed by my next door neighbour in Calis that you now have to register mobility scooters and require plates, have road insurance and need to have residency just asking for a friend she's been speaking to someone who has been fined for not having these requirements but were unaware they existed!!!

Yes, its true came in a few months ago apparently, a friend was telling me yesterday about a friend of hers who was fined. Probably same person.
Its over a certain power but don't ask me what the threshold is.
John thinks its over 2.5 kw or volts but don't quote him.
