Hypothetical:  you own a property and some friends or relatives decide to surprise you. You are absolutely delighted and invite them to stay.  Do you have to rush to the police station to notify them “ just in case” you get a visit re the new rules etc.

Everything I have read seems to suggest that if you have guests staying with you, whilst you are there, then that situation is outside of the new regulations.
It is if they stay at your place when you are not there that you need to be compliant.

If your guests are staying with you, no problem at all. This is for police regions. Gendarme's rules may be different for the regions that are under control of gendareme.
Central Calis is police region, Koca Calis and Ciftlik are gendarme region.
