I came back to Turkey with a mobile phone on 08 Jan 2015.  On 06 Feb I got a text saying if I did not register my phone by 25 Feb 2015 I would be blocked.
This shows they give you plenty of warning.

The Tax was 132 TL and the Registration charge at Turkcell was 50Tl add onto that your new Sim card and that is the total cost as at 06 Feb 2015.

I had to produce my passport at the Tax office .

For Regesteration, Turkcell they needed my proof of taxing, which he kept , but gave me a photocopy back when I asked for it.  A copy of my passport.  When he saw my
Recidence Permit he took a photo of that aswell.

Much easier to buy a Turkish phone.

Just did my new andriod 132 tl turkcell 40 tl to reg  40 tl sim card total  80tl but 20 tl credit on calls

A new Turkish Mobile is around 100Tl a second hand one, about half that price.

But Jaqui, if someone has moved over and has a new smartphone for example, I'm sure they would much rather keep it and pay for registration than buy an older, second-hand model.

When my current contract with EE expires - under £20 a month for unlimited free calls and texts throughout the EU and Turkey  8) - I will probably register my phone here for that reason.

I've just upgraded to the one on the left, it's great. In fact it's so great they throw in a free carrying trolley. Far better than my old phone box.

Used to have the third one on the left.   It was the first one I ever had. 
However, to be pedantic, in the U.K. an Antique has to be 100 years old before it is called an Antique.  These phones are "Collectables"  ;D  ;)

They have stopped now, it was an offer a while ago.

It doesn't, ordinarily, but after I had my massive battle with them last year over the £3,000 data bill that should never have been - their mistake, not mine - they offered me the EU package with Turkey thrown in for half-price for two years if I stayed with them.

I make a lot of international calls and would spend far more than twenty quid a month so it made sense to say yes!
