I bought a car on tourist visa 4 years ago, didnt know if i could do .But  when i asked they said You bought apartment or house. they are much more expensive so why wouldnt you be able to buy a car? So had no problems Just needed Tax number.
They must be able to sort this new problem out.
Sold my car anyway last year as I found it cheaper and easy just to use Dolmuses so i have no probs:D

Seems like the goalposts have moved (again) so you must now provide your Turkish ID Number to sell a vehicle.
No problem if you have a residency permit though...

http://tckimlik.nvi.gov.tr/Web/ForeignQueryIdentityNumber.aspx

1. Enter Resim Dogrulama - The graphic number on the right.
2. Dogum Yili - Your year of birth.
3. ikamet Tezkere No - The number in the front of your book xx/xxxxx.
4. Sanal klavyeyi kullanmak istiyor - Check this box.
5. Then hit Return to get your ID number.

Hot Tip: Now write your ID number on the front page of your residency permit.

You are now officially just a number! :(

There are quite a few people here that have probably had a residency and due to the latest cost have let them lapse in favour of a 90 day visa.If so its likely that by using Mikems formula they will achieve the number that seems to be needed.J

If your residency has lapsed but you still have the blue book your can achieve a kimlik number using the previously posted formula.It is not a variation of any tax number you may have nor is it a variation of a passport number.They are being referred to as 99 numbers>,ie 99 plus 9 0ther numbers.Hope this helps
