a Turkish friend of a friend has told them that you can work in Turkey after you have had a citizenship there for 3 years,is this right? I thought you had to either have a Turkish spouse or business partner?

After living in Turkey permanently for 5 years, you can apply for citizenship. Once you have citizenship you have the same rights as a Turkish person.

No

You can work if you have citizenship, you don't have to wait for 3 years. You have to be resident for 5 years first though before you can apply for citizenship. And there is a good chance you won't get citizenship even then.
