cemetery at top of hill

Haven,t visited the cemetery for a while, but walked the dogs through yesterday and was amazed how much work has been done there, new trees, lights, watering system etc, was beautiful, including the seats inder the tree, but was quite disgusted at the forteign side, that some people haven,t shown any respect for their dead relatives.  Some of the burials were 2 or 3 years ago, and there is still just a mound of earth, while others are beautiful.  Surely loved ones deserve at least a head stone, know you have to wait 6 to 9 months for earth to settle, but those few ruin it for others.
