Hi i know you are supposed to have residence permit to have land line installed ,is there any way round this cant use PC with no land line.

You could probably use Skype but please don't ask me to explain it to you.

Find an nice friendly Turkish person who will act as your sponser and, hey presto, a landline:D
You will still need a landline for Skype
