Title: Problems with landline

A friend of mine has been having major problems with her landline in Çalis. Its not working.  It has not been working properly since it was installed. She has been trying to get a solution to the problem for weeks on end.

She can call various people through the computer using skype about this problem but they seem to think because she can call them she has a working landline. :D So the ADSL is working but the landline for people to call using the actual telephone line cannot.  

They keep saying they are going to send someone out to repair it but they never do.  Its like banging your head against a brick wall.  

Can anyone help?

Thanks for your help Yetkin I have mentioned this to my friend she is just checking the ADSL with Istanbul and if she still has problems she will be in touch asap.
