I came across this article in the Hurriet, it's about the role of a 'Muhtar'. I've heard of them, but I didn't understand their role & position in Turkish society, interesting :).

Hi All.
What it does not say on the link very kindly provided by Kayakoyoldboy is that you must get some documentation from your local Muhtar during the process of applying for a Residence visa or an extension of an existing Residence visa. He authenticates the address of the visa applicant and their personal details. In my experience and those of other close neighbours this was a fairly painless experience, though somewhat time consuming. My present Muhtar ( well at least until the result of tommorrows elections become known ) is a local Barber, and there was a bit of a wait whilst he attended to his customers. :) I don't know what checks he is supposed to make but he did walk round the corner from his shop to the local Police station with our documents and there was a bit of a chit-chat with the duty officer and some sort of computer record check before he signed and stamped out application forms.:D
