Is it true you get discount if paying for treatment in State Hospitals if you have residency permit[?]

No BS mate.
If you have a Residence Permit, and are paying the bill yourself, you are entitled to 50% discount on medical treatment. You have to ask for it though.

Would only have helped if you were paying the bill (rather than an insurance company).

We were paying the bill.We didn't have insurance unfortunately.We are looking at insurance now....hindsight is wonderful.

Beware someone said on CBF that insurance will not pay up if you do not have a residents permit.I would check it with insurance company to be sure.

Well reminded Kevin b.
It was us who were told that most Turkish Health Insurance companies have a general rule that to claim you must be a resident and only a residence permit covers this ruling. If told differently get it in writing and legally translated before parting with your money.
Buyer beware comes to mind.
