Title: pavement tax ?

Hi all my brother has just e-mailed me about a tax his management company say the will have to pay in fethiye and calis area concerning a new tax brought in for all the improvements to the pathways/pavements. the letter stated that they was going to be an early settlement discount but did not say who much it would cost, and it would deppend on how big your property was. He was told that it only applies to people who own they own properties not for those who rent ! anyone shed some light on this
