I'm not deliberately trying to be obtuse, just don't want to give too much away early on. Will give "yes" and "no" answers.
He once claimed that he was 15 before he had his first bath
He failed his first interview for the job he was famous for.
When he started there his workplace was crumbling.
It was three years before he met his famous neighbours.
He introduced his fellow workers to diet assessments.
He once famously reprimanded a policeman on television.
People threatened to go on strike when he resigned.
The Labour Party Conference stood in a minutes silence when his death was announced.

You said he wasn't English nor a politician.
Clues were:
It took 3 years to meet his neighbours, people threatened to go on strike when he resigned, who would be involved in diets pointed to a team player/manager. Only a person who reprimanded a policeman on tv was passionate put it all together it had to be a team player/manager etc.
Put it all together and you had the Great "Bill Shankley"

We went to his grave while visiting Iona. Surely one of the most peaceful of places to be laid to rest.
