If there are smears AND the picture has been frozen for a long time, they are called brush strokes and you are looking at a painting :D

Is it a plasma Lance? If so it could be screen burn (the correct term for Scunner's description I think). If it's just muck then use a soft cloth - breathe on the screen and rub. Do not use any cleaning sprays.
