I have made several cash withdrawals in Sterling in Turkey from my Nationwide Flex Account since November and have not been charged anything.

Halifax cards can be used for sterling withdrawals at HSBC cash machines without any charges.

Hi Nichola they only charge for TL withdrawals 2% of whatever you draw in TL (thats the bank commision charge here) and Nationwide charge 1 pound per transaction. Sterling is as you say free to draw. For now anyway.
