My friend is going to be renting a house at the top of the road that leads down from the msin rosd to the surf club.  Thinks it comes under Koca Calis.  She is applying for residency - where is the Mukhtar located and does she need to go to Gunlukbasi police station or Ciftlik?

Who will she be paying her water bills to? If Ciftlik then go to Ciftlik offices the Muktar and Baskam (mayor) are based there.
