Can somebody explain when a work permit is needed in Turkey, if I come to Turkey with the intention of starting a business and if I make a product or offer a service and sell it in Turkey do I need a work permit and do I have to register the business in some way?

As far as I understand it, you need a permit for any kind of work. If you are self-employed  then your company must be registered in Turkey and you must be an employee. You can form a company for about £1,000 but it must have a Turkish name ie No European names in the name of the company.
