I saw this add on FB and it seems interesting so I had a look...
The way I read it is that you can get a free UK number.
You forward this UK number to your Turkish mobile and then your friends can ring you for UK rates and it is free for you to receive these calls.

It seems you can also purchase credit to make calls at competitive rates as well via an access code - just like using a phone card.
