Three nines make 20:

What I would do is 9 minus 9 = 0

Leaves 9, then I would turn an = on it's side to make 11, and the remaining 9 + 11 = 20

Five is twice as close to being it as one is, but of course neither are as only four is. Six is exactly 50% of the way to being it, and ten is further away from being it than eleven is. Seven and three are equally close to being it, but it isn't five  :)
