Can anyone tell me where we have to go to changr our address on our residence permit,and if anything how much it costs.

You need to go to the passport police by Ece Saray marina, but don't know the cost

also it has to be registered with the local Muhtar.

It is the equivalent to starting again to get residencey, but you do not need to pay, you need the photo's computer print out go to Muthar, leave your passport etc. We did our a couple of months ago.
