There are boat yards in Gocek. However boats are more expensive than home. If you search the internet then you can find boats for sale in Turkey. It is possible to sail a boat to the Med through France via the canal system, of course this will depend on its size.

Mooring fees will vary greatly dependant on the length of the boat & which marina you choose. Alternatively, you can risk mooring at anchor in the bay for free, though you will have the inconvenience of transporting everything back & forth by dingy

If your friend buys aboat here he will need to register it if it is over 4.95mtr long and if the motor is bigger than 10hp he will need a licence as well. As for mooring it he might find the new marina being built near the BP garage will be quite reasonable.

He has seen a prıvate  boat for sale on the Fethıye harbour. He needs to know how to get ıt regıstered ın hıs name and where to get the lıcence and anythıng else he needs to do before he parts wıth any money. Its a Turkısh owned boat and he does not want to fall foul of any laws before he starts negotıatıons wıth the owner.

If he buys it here he will have to pay sales tax, take a local captains licence, not to difficult for a small boat.

It's easier to buy a foreign flag , offfshore but you still need some sort of certificate.
