My daughter in law's dog suffered from runny eyes and the vet suggested a small amount of salt in its drinking water would be as beneficial as the expensive ointments he could offer.
Within a couple of weeks she could tell a definite improvement, and now 2 months later, it has cleared up and she puts it in his water once a day..
Could be worth you trying.
