Can someone tell me the rules of this event ,i thought it was past and present commonwealth members if so why are turkey and russia in the boxing .

There were, however, a number of Russians at the Games. That is, people born in Russia  but emigrated to a Commonwealth country and now represent their new home - including at least one Canadian medal winner in the boxing.

Yes they are not classed as Russian,he's a Canadian, and they will play the
Canadian anthem, not the Russian, one Selwyn,
