I am becoming increasingly concerned by the number of parents who let their toddlers walk freely next to busy streets.  :(

When did the use of kiddies reins apparently go out of fashion.

The reins did go out of fashion, but there is a wrist thing that attaches to the toddler and then the parent.
I am the same as you, I often worry when I she children walking with parents and not holding hands etc.,
Kids have no road sense untll they are 10 years old.

And some still have no sense when they become parents!  :(

I get worried when I see mums who have collected young kids from nursery or infant schools chatting away with other mums while the kids run off or scooter off in front. Sometimes quite a long way too. There'd be no chance to stop them running out or falling into the road. (Or even from being abducted)
