I have a bank account with HSBC Calis and am going to set one up with ING who seem to offer higher interest rates at the moment. I am looking to transfer 20,000 gbp to a Tlr account as soon as I set up my account with ING.
What is the best and least costly way to do this.

Not sure on the answer Mike but what a time to be changing money - 2.77 lira for each pound. Your timing is excellent  :)

The safest way, but not neccessarily the cheapest way, is to use SWIFT.

He reckons this is a really good way to transfer money.  He has used the SWIFT method, but there are costs involved.
