Actually, it's a WCV (Wave Calming Vessel)... It skims over the water and basically flattens each wave as it travels over it.. The men have specially adapted paddles that then create gentle ripples as it travels across the water.... The purpose of this is to create a more pleasant experience for the boat trippers... Honestly! They think of everything these days to encourage the tourist industry.. :-)
