Information regarding Tapu change

Hi everyone
Please can  anyone tell me if a change (i.e. part ownership to full ownership) can be made to a Tapu without both parties being present at the Tapu office or do both joint owner need to be present?.

All those named on the tapu have to be present unless they've given a POA to someone to act for them.

We once bought a property which had 640 shares on the tapu distributed in varying amounts to thirty two different family members, all thanks to the Turkish inheritance laws. 

All I can say is TF for POAs!

But doesn't the other party need to be in Turkey in the first place to nominate a POA?

Its a bit of a faff, but you can do a POA in the UK.
