Going slightly off the point. Yesterday I spoke to the deputy mayor of Olu Deniz about this road tax that is being charged in the Calis area. He told me it was a drainage tax that has been sanctioned by central government and will be applied to all properties. The tax is the same for foreigners and locals.Sorry to be the bearer of bad news but People of Ovacik do not be surprised if you are asked to pay a hefty amount in tax next April.
