Not to confirm or discount your interpretation of Mr Tilkici but I would say that he is also an estate agent who even through the "boom days of 2006 - 2007 when sales of property to foreigners in and around Fethiye hit their peak" could only watched his members selling to us foreigners, not being in any position to make such sales himself being an entirely Turkish speaking only agency. Could explain something.
