Stray dog - help needed

Our friends visiting from the UK noticed a young stray dog near their apartment.  (they are in Tasyaka)
They have asked around and no-one knows who owns it, however a neighbour said if belonged to a local family who have now "disowned " it as it has grown quite big.
It is rooting in bins for food and they have asked me what to do next.
Does the Uzumlu pet rescue take in strays? do they have to contact the Belediye?
Please advise as they have been very upset about this and would like to think it will not be left to starve or be run over.

can you be more specific as to its whereabouts, then I can send in the dog catcher.

Sorry for delay.
It is in Tasyaka.
If you go on the oludeniz road, thorugh the traffic lights heading up to Ovacik, past the graveyard and take the left hand turning into where the dolmuses are parked; continue round to the right and follow the steep road upwards past various buildings until you come to the top, still staying over to the right.
The dog is roaming loose in that vicinity , near to the Telmessos eye apartments and the nearby forest.
