Free cleat, stop children being killed by blinds

Saw an item on T.V. this morning about the number of children under 3 years old killed by getting their necks and heads caught in window blinds.  A lady was on who lost her 17 month old little girl last year the baby, Leah, got entangled in a blind in her bedroom.
ROSPA have a very good video on their website with excellent information and also a free offer to get a cleat to fit to the window to wind up the blind cord.

i have my grandchildren stying overnight with me twice aweek and i have always pull the blinds up and tied the pulls up out of reach

It's unfortunate,and probably stupid that nobody thought these blinds were a danger.Fortunately,all 3 of our grandchildren are no younger than 6,but they were all warned of the dangers of such things when they were wee.I have a large greenhouse which in the growing season,had various plants tied up to the roof.They were obviously interested in the progress,and hoping for possible free fruits in there,but they always told us when they wanted to have a look inside even from a young age.Information and supervision are important too.

Am I missing something here?  Every set of blinds I have ever bought and fitted over the years have these cleats supplied in the little bag of screws.

I would think a lot of people without children (or even with children) would probably have chucked out the cleat thinking they would not bother using it as they would leave the cord loose. However, since it is now becoming clear that these blinds are dangerous to young children people now need to have cleats. Thinking back we had a set of blinds made to measure and fitted to our extension and there was no mention of cleats.
Also, how about people with young children moving into a new house with blinds and no cleats?
