Well of course it wasn't, UEFA couldn't substantiate the crime but chose to show their muscles for a few days, then admit they didn't have sufficient evidence to do so.
I guess what I'm trying to say about the punishment is that he got a 2 match ban for conning the ref, a yellow card would have been given for trying to con the ref. In any event, he ended up getting less than if he had attempted to con the ref and the ref had spotted it. He's better off by a yellow card as well as a two match ban. Scot free.
