If we had video evidence, I doubt many of the teams that won any of the World Cups actually would have.

Here's another thought. Arsenal made requests for their cup tie against Sheffield United to be replayed after a 'returning the ball' incident and the FA agreed.

This means that only France can make a significant request to FIFA for a replay, and they are the only people who haven't.
