There is a FB page: Sansatori Fethiye. Some rumours say its the Hillside Hotel or next to it. Can't believe people are booking into a hotel that's not only not built but nobody yet knows where it is. Some people must like a risk.

I heard last year that a Russian group were opening a 5 * hotel down the end where all the russian Villas are i think its on that land that they fenced off for the skyfall film very close to the other hotel along there .

Some years back there was talk if a huge hotel being built at the end of Koca Calis beach near to Telmesos, that plan fell away due to the location of the proposed new boat yard, which I believe is still going ahead.  Then 2 years ago a large plot of land was inspected at the other side of Tuana Majesty Yaniklar near to the Old Star Fish site, that would have the land to accommodate all the facilties.  The Fethiye Council offices would have the plans available to anyone interested.

I might be wrong but I think this hotel is the one planned to be built where the old boat yard is passed Ata park hotel Fethiye not Kaca Calis.
