He enjoyed the carrots I took round but he won't let you near him, he has one leg chained to the floor and I was worried he might damage himself if he tried to bolt. He's been moved 20 feet today and looks a bit better today but still lots of flies and no water, I will keep an eye on him for a few days

Rimms my daughter in law has a spare fly mask.  I can bring it over in a few weeks if you think you could  use it?

Jacqui, I will see if I can find the owner and we can ask if he will help. As I said earlier Im worried about the horse injuring himself as he is super nervous of strangers, will let you know. Thanks for your help.

I went on my bike armed with empty bucket, carrots and sugar lumps!!!!  The building site next to field filled up the bucket, was quite heavy to walk it to the field but managed it.  He adored the sugar cubes, munched the carrots and had a huge long drink.  Would anyone else who is fairly near like to top up the water bucket??  Have now got a large empty water container which I can get in my bicycle basket which will be easier.

They lovel apples, sweet potatoes and carrots  my D.I.L's horse gets polo's as a treat, but she does not give him a lot of sugar.   
 
Have just spoken to my D.I.L. and showed her the pictures.  She said if anyone can get some garlic powder and mix it with some mashed carrots etc., once the horse gets it through it's system the flies don't like the taste, plus the will not be attracted to the horses droppings to lay their eggs in, again because of the smell of garlic.  This has to be done on a long term basis during the fly season. Perhaps, if someone meets the owner they can tell them. 
I would be happy to help in any way when we come over.
