My guess is he wants to know what the monthly running costs might be on a villa he is having built, once built. Of course you could be right that he's having a villa built and wants to know how much it would cost to rent one

If I was him I would opt for a well discounted offer on the many many empty villas in Uzumlu rather than the cost of building a new one. Must be some bargains to be had. But each to their own
