they can do it all depends who you get on the desk when you check in, always put mine on the floor in front of the desk, Thomas Cook are getting very hot on the luggage weight now. If you have enough room or weight put it in your hand luggage (also saves time in security) until you get through to departures. Seem to be an issue which is purely the luck of the draw.
