English rate bands are based on values as at 1 April 1991 so they are not exactly accurate either. In any system based on value there are winners and losers. In Turkey I am winning . In the UK I am losing. Wish it was the other way round.
The biggest winners of value based assessments are House Insurers who encourage people to base their insurance on value and not rebuild costs; but this is going off topic.

Doesn't the size of the property come into the way they calculate the tax?. I remember being asked the size in sq metres of our property when I went to register it in our name.
