We have an outside tap on the terrace of our Villa.  We had trouble a few years ago with farmers taking water from a tap in the garden wall and had the tap moved.  Last week my husband looked out of the bedroom window and saw a woman with large water bottles taking the water from the tap on the terrace.   A couple of days later she actually came into the garden with huge bottles and caught sight of us, she said hello and asked for water.  I said no. I was quite angry as they have a water pump from a well in their field. I have also always left bags of food for her chickens and also empty water bottles on the wall for her.  We then spoke to a neighbour who told us she had seen water being taken from our tap on the terrace, we were are back in the U.K.  We  went to the DIY shop in Calis, they had a selection of locking taps. We picked one that has a lever with a packlock, it was 6.50 lira.  
So if anyone lives near a farm, keep an eye on your water bill. ;)

If it aint nailed down comes to mind.  What a bloomin cheeck am getting really fed up with Turks who just think they can go onto private property and take anything.

its a difficult one as water from the  field pump is probably not drinking quality.
cultural differences abound and generally a little give and take is expected.
It does seem very rude to come onto the terrace to help themselves without permission and of course impinges on the properties security.
It might be worth trying to find out why they are wanting your water and maybe you could be on the receiving end of some farm produce?
Course if they are just bein thievin/opportunistic wotsits then it should be made clear that this is totally unacceptable

They drink from the pump all the time, they have a well under the pump,  they have lots of animals, goats, sheep, cows and they use the pump for them too.  They have a very nice Mercedes car outside their shack and a huge satelite dish on the roof.    Five years ago they asked us for bread for their chickens and the used water bottles, which we always gave them, we were given a few eggs and some beans, however this giving from them stopped even though we always left the food and bottles for them.   When we found them taking the water from the tap on the wall we spoke to our Gardener who spoke to them and asked them to stop doing it, they did not so we had to move the tap.   Now they are coming onto our property through the garden up to the terrace to take water without permission, which is not acceptable.  There is give and take here, they take and we are giving.   After this woman did not get water from us she went next door and complained that the English had to pay for their water which is why she did not get any from us.    If we gave permission for them to take the water, just how much would they use for their crops, animals etc., you can image the water bill we would have.   We have also been told they swim in our pool (fully clothed) when we are not there... . We do not mind them doing this when we are away, however, again, they never ask permission which is the annoying thing.

Our neighbours at the back of had their water stolen by a local farmer....he managed to have a tap put on their water supply on the other side of their complex wall where he had a crop of corn growing.When it was discovered and the tap was removed, he just let the corn rot.

..obviously good reason why locking taps are available here!
perhaps you could go help yourself to milk from the cow/goats eggs from the chickens etc and see how she likes it. lol

We have a villa in Koca calis and have had solar panels put on the roof to heat the water
we also have a shower on the rear veranda this shower is now heated so our rear neighbours
have started using our rear shower when we are not there we now have to turn off the water
when we return home and lock the water meter housing

We learnt very quickly in Kaya.....give em an inch and they take the P*SS.
