Motorway Matrix Boards - Useless Information

Driving around the UK I've noticed that the matrix boards on motorways are often showing the time and distance to the next junction.

Surely the time to any particular point depends on the speed at which you're travelling? (if the distance is 10 miles, at 50mph it'll take 12 minutes, but at 75mph it'll take 8 minutes).

Isn't it just a waste of electicity and a case of "if you've got nothing useful to say, say nothing" ?

Up here there seems to be some saddo in a darkened Highways Agency office dreaming up two line messages - that rhyme!!! That's as good as it gets, they are all extremely dull.

Drive with care as you cross the nation
We don't want to scrape you off the central reservation

(Isn't one of them).
