Having seen them in the flesh, it looks like an attempt at non-stick, to me.

 I would say it is the protectve coating. If you have a look at this web site it will explain about the different woks, their protective coatings and more importantly how to remove it....

I also find these cheap types of woks to be very dangerous to use, irrespective of coating. I bought one from Debenhams online and had I been in the shop I wouldn't have bothered - the handle seems to weigh more than the wok, making it very unbalanced and unstable. In fact, it tipped when I was using it and like an idiot I grabbed it and burnt my fingers

I binned it and have a very heavy Tefal one now, with a non-stick finish that looks nothing like the photo above.

We have a heavy iron wok , but we bought these ones mainly for quick french fries in summer. The price was OK for that purpose.
