We used to make similar contraptions to catch wasps etc when we went hop picking in Kent (our summer holidays). Smeared jam inside so the wasps and insects stuck to it.

Yes - insect traps.

We had some at Sunset Beach - apparently for the insects that were attacking the palm trees.

It is a trap for the female beetles that lay eggs inside date palm trees. the lava then munch their way through the tree destroying it. They are issued by the department of fisheries & agriculture along with the pheromone but left to the owner/gardener to empty & restock.
