The problem is, the taxis, dolmus drivers and boat koop will never let it happen.

I would leave that to the council, probably start small and if popular, licence more.  I think that's what the have done in other tourist towns/resorts/cities. 
I don't think that would be a problem.

In my opinion. one rickshaw on the prom would cause problems and two or more would be a total nightmare.

We are not talking about Rickshaws on the prom. We are talking about them on the roads around Calis in the Tourist Season to take visitors up and down. 
However, I would not see a problem with them on the prom. They did not cause a problem a few years ago, they ran very successfully and were extremely popular, as other members have stated.  So, obviously the guys running them must have had some sort of permission to do so.
They would be no more of a problem than the bikes, scooters, motor bikes (including the police bikes) and now the latest things Segways, that are regulars up and down the prom.

The train can be easily spotted with it being big, and people can move aside, it's no more than 4 steps away.

I think Highlander should offer a piggy-back service from the Mutlu to the Letoon - hop on, hop off.

There won't be a lot of room granted, but surely we're only talking about one train that will run from one end of the prom to the other.  It's not like they'll be going past every 5 or 10 minutes.

I dont know Calis very well but as I see it if there was a  Wally train it could run around Calis (not on the prom) then along the front to Fethiye but on the road not the prom, there is a road that runs from the culture center parallel with the prom a good way along is there not?

An elegant solution to the “Dolmus drivers won’t let it happen” problem would be to offer them the franchise first.

This could be cunningly done under the Belediye argument of “we want more green transport”.

If they don’t snap it up, then offer it to a taxi co-op, and then if still no takers, put it up for auction.

If I was running a restaurant in Calis I would be lobbying for it to happen as soon as possible.
